Our Family Resource Centers are one-stop shops, giving families access to services ranging from nutrition, health and education to housing, utility assistance and employment training. 

Each Family Resource Center has established partnerships and referral processes with local agencies, food pantries and the faith based community to be able to provide assistance quickly and smoothly. Services provided are based on extensive needs assessments tailored to capture the individual family history and plan for sustainability.

TULARE FAMILY RESOURCE CENTER

The Tulare Family Resource Center is proud to be a member of the Tulare County Family Resource Center Network.

FAMILY SERVICES

  • SafeCare: Skill training for parents that covers home safety training, child health care skills and child maltreatment prevention.

  • Parenting Education: Building healthy relationships by building respect, reducing fights and teaching communication skills.

  • Differential Response: Works directly with families to keep children safely in their homes.

  • Abriendo Puertas/Opening Doors: An evidence based parenting, leadership and advocacy program for parents of children 0-5 years of age. The First 5 Program aims to improve the outcomes of children by building the capacity of parents to be strong advocates in the lives of their children. Funded by First 5 Tulare County.

  • Aftercare: Safely returning children to their homes after being removed from their birth families.

  • Violence Prevention: Presentations to parents and students from Kindergarten through eighth grade.

SUCCESS STORY: SAFE CARE - A LIFETIME OF SKILLS

Kim-Ly AND HER SON HAVING FUN

The Safe Care Program offered at the Tulare Family Resource Center has aided many families in their quest to be successful by providing parents with the tools and support they need to raise children in a loving home. The Safe Care Program targets risk factors for child neglect and physical abuse by teaching parents how to positively interact with their children, plan engaging activities and respond appropriately to difficult child behaviors. The Safe Care Program works to reduce child maltreatment in families with risk factors or a history of this behavior.

Meet Kim-Ly*, a 27 year old Vietnamese mother of four. Kim-Ly was raised in a family where speaking in a loud tone is the norm. In addition, Kim-Ly was not used to bonding with her children through positive activities that required good physical interaction skills. The Parent Child Interaction module equipped Kim-Ly with the knowledge she needed to be a successful parent. Kim-Ly learned to bond with her child by speaking gently during their activity times together.  Speaking to her child in a “friendly” tone of voice was a challenge for Kim-Ly, but she was able to overcome her discomfort by understanding how the well-being of her child was affected by her tone. Kim-Ly also learned to engage her child in activities, such as puzzles, by asking about shapes, colors and/or animal sounds. With practice and effort, Kim-Ly learned that activities like puzzles help her expand her child’s cognitive skills and builds vocabulary.

After initially joining the Safe Care Program, Kim-Ly was sidelined for three months due to pregnancy complications and other factors. Determined to complete the program, Kim-Ly did not quit and on March 31, 2016, she completed all 18 sessions of the Safe Care Program. All in all, it took 11 months for Kim-Ly to complete the program; a short setback did not prevent her from acquiring a lifetime of skills.

With time and practice, Kim-Ly learned valuable parenting skills taught through the Safe Care Program that will impact her family for years to come.  Kim-Ly is interested in continuing her parental education journey and feels comforted knowing where to seek guidance and support- the Tulare Family Resource Center, where she continues to seek services today.
