The Visalia Navigation Center (VNC) is a low-barrier facility managed and operated by CSET. Spearheaded by TC Hope, a nonprofit dedicated to addressing homelessness, this 100-bed center is designed to guide residents into permanent housing.

The VNC provides temporary accommodation for up to 100 residents at a time, and offers a wide range of services through CSET and our partner organizations. Available services include job training, mental health, substance abuse prevention, and more. There are storage and laundry services available, and guests can also utilize on-site kennels for their dogs.

The Visalia Navigation Center is now accepting referrals. Please email vncreferrals@cset.org for more information on how to submit the referral.

Services for Families Experiencing Homelessness

CSET is dedicated to addressing family homelessness in Tulare County by helping unhoused families with children secure housing. Our focus is to assist families in transitioning to and maintaining permanent housing while providing comprehensive supportive services and additional resources to meet their housing needs.

Homelessness in Tulare County

The 2024 Point in Time survey indicated there are 1,260 people experiencing homelessness in Tulare County. Of the 1,260 homeless individuals in Tulare County, 1,015 people slept in an unsheltered location, 511 have a disability, 66 are US veterans, and 73 were unaccompanied youth.
